The Federal Communications Commission (FCC) on Thursday banned the sale of a dashcam and a wireless video transmitter because they contained chips from HiSilicon, the semiconductor design subsidiary of China's Huawei. This is the first time the agency has enforced the rule approved in July against products containing components from companies on its national security list.

The decision coincided with another significant move: the Treasury Department proposed a rule that restricts U.S. investments in advanced technology in China, Russia, North Korea and other countries deemed high-risk.

A chip designed for surveillance

According to the FCC, HiSilicon markets its chip as "designed for the surveillance market" and featuring "built in detection algorithms for human faces." Agency Chairman Brendan Carr stated that video devices containing chips from companies on that list pose "an obvious and unacceptable risk to the nation and our people."

Politics

Trump is betting on North Carolina with a $1.5 billion investment to manufacture semiconductors and thus break the state's dependence on Taiwan

Luis Francisco Orozco

Gap is closing

HiSilicon does not appear by name on the Covered List, the registry of equipment and services that the FCC considers a threat. It is included because it is a subsidiary of Huawei, which is on the list alongside ZTE, Hytera, Hikvision and Dahua. The list was created under a law passed in March 2020, and the FCC published it in March 2021. As of late 2022, a ban on authorizing new equipment included on the list has been in effect.

That rule, however, has a loophole: third-party products incorporating parts from those companies were not explicitly covered. To address this, the FCC also approved a rule that prohibits the authorization of devices containing components—such as chips—that incorporate logic from entities on the list.

The revised measure has limitations. It targets new equipment, not equipment already in use, and its scope depends on whether the component manufacturer is on the list. As a result, the major Chinese suppliers of optical transceivers for data centers are, for now, exempt.

Treasury targets capital

On the same day, the Treasury presented a proposal that expands the ban to U.S. investment in hypersonic systems, supercomputing, biotechnology and artificial intelligence. It would apply only to transactions exceeding $50,000 and would exclude many financial investments, such as the purchase of stocks. There will be a public comment period before the final version is released.

The outbound investment program was established in 2023, when Joe Biden signed an executive order limiting the flow of U.S. capital toward semiconductors, quantum computing and artificial intelligence in China. In December 2025, Congress enacted it into law and expanded the technologies and countries covered, including Cuba and Iran. The Treasury's proposal implements that law.

Rivalry with China, with occasional truces

Both measures are part of the economic and technological rivalry with China that has been ongoing since the first term of Donald Trump. In 2025, Trump and Chinese President Xi Jinping agreed to reduce tensions, and in September, they extended the truce until January.

Meanwhile, regulatory pressure continues. The FCC had already banned new models of Chinese-made drones and routers, and in July, the Treasury fined a company $200,000 for failing to report a $92,500 investment by a subsidiary in a Chinese artificial intelligence and robotics firm.

The inclusion of Russia in the proposal comes days after the Treasury granted a temporary license easing sanctions on Russian diesel, following the agreement announced on Oct. 9 by Trump with Vladimir Putin.

Politics

Russian diesel for US: Trump announces deal with Putin aimed at lowering fuel prices

Joaquín Núñez

What's next

On Oct. 29, the FCC will vote on a ban preventing Chinese laboratories from testing phones, cameras and computers intended for the U.S. market.

Government agencies and companies in several countries took their websites offline on Wednesday as a preventive measure following the disclosure of two critical vulnerabilities in PHP, the open-source programming language that powers a very large portion of the web. The vulnerabilities, identified as CVE-2026-109618 and CVE-2026-109619, could allow an attacker to execute code on affected servers without requiring credentials.

The National Security Agency (NSA) urged organizations using PHP to immediately prepare the update and, if applying the patch is not possible, to keep their systems offline until the vulnerabilities can be fully mitigated. According to the agency, these vulnerabilities could provide "direct access" to the server's file system or database.

What are the vulnerabilities?

The PHP Foundation released on Wednesday the patched versions PHP 8.5.12, 8.4.27, 8.3.36, and 8.2.35. Both vulnerabilities are related to memory management and the handling of fatal errors in the language and can lead to remote code execution (RCE), one of the most serious categories of computer security flaws.

The first, CVE-2026-109618, occurs when a request reaches PHP's memory limit at a specific moment and leaves partially initialized internal data that the system may subsequently treat as valid. The second, CVE-2026-109619, can cause the global state to point to memory that has already been freed, which a subsequent process could maliciously reuse.

The PHP Foundation assigned each vulnerability a CVSS v4.0 score of 9.2 out of 10. The organization warns that all PHP installations serving web requests are potentially vulnerable, including configurations with Apache and mod_php, PHP-FPM, php-cgi, FrankenPHP, and LiteSpeed.

Health

Researchers develop AI capable of predicting cancer survival based on facial photograph

Diane Hernández

A global alert

The magnitude of the problem lies in the widespread use of PHP: the language powers approximately 70% of sites whose server language can be identified, according to the W3Techs crawler, and is behind platforms such as WordPress, Drupal, Joomla, and Magento.

Palo Alto Networks' Unit 42 identified more than 22.6 million internet-exposed instances that could be vulnerable.

Wiz Research, the cloud cybersecurity company owned by Alphabet, claimed that it had demonstrated, in controlled tests, the remote execution of code without authentication on WordPress, Drupal, and Joomla installations.

A team of American researchers developed an artificial intelligence (A.I.) system capable of analyzing a simple photograph of a face to estimate a person's biological age and predict their risk of mortality when suffering from cancer.

The breakthrough, developed by scientists at Mass General Brigham—one of the leading hospital and medical research systems in the United States—was presented in a study published in the scientific journal The Lancet Digital Health.

The tool, called FAHR-Face, was trained using more than 40 million facial images and aims to provide specialists with new indicators for assessing patients' physical condition before subjecting them to intensive treatments, such as surgery, radiation therapy, or systemic therapies.

The system operates using two complementary algorithms. The first, FAHR-FaceAge, estimates biological age based on facial characteristics, while the second, FAHR-FaceSurvival, analyzes facial cues associated with the survival of patients diagnosed with cancer.

Unlike chronological age, which reflects the number of years since birth, biological age seeks to describe the body's state of aging, which is influenced by genetic and environmental factors as well as lifestyle habits.

Health

Melania Trump promotes new women's health initiatives on World Breast Cancer Day

Diane Hernández

What can a photograph reveal?

The researchers discovered that certain facial features provide information related to health status and survival prognosis.

The algorithm that estimates biological age primarily analyzes the wrinkles that form between the nose and mouth, on the forehead, and at the temples. Meanwhile, the model designed to calculate mortality risk focuses on the areas below the eyes and around the bridge of the nose.

The results showed that the difference between the age estimated by the A.I. and the patient's actual age was associated with their survival.

Furthermore, by combining both algorithms, the scientists were able to improve the accuracy of survival predictions in an independent group of cancer patients used to validate the system.

According to Hugo Aerts, director of the Artificial Intelligence in Medicine program at Mass General Brigham and one of the study's lead authors, this is a pioneering demonstration that an A.I. model can directly estimate cancer survival prognosis using only a facial photograph.

A tool for personalizing treatment

One of the greatest challenges in oncology is determining which patients can tolerate aggressive treatments and which are physically more frail.

Currently, doctors use various clinical assessments to make these decisions, but the new technology could provide complementary information.

Raymond Mak, a radiation oncologist at Mass General Brigham and author of the study, explained that the goal is to develop more accurate and consistent methods for assessing patients' physical reserve before recommending intensive interventions.

The research also found that the model's results remained relatively stable despite differences in lighting, facial expressions, makeup and facial position.

Even after analyzing photographs of people who had undergone certain cosmetic surgeries, the system showed limited variations, although the researchers identified small changes in the estimates following rhinoplasty.

Smoking also leaves traces detectable by A.I.

The study identified associations between certain lifestyle habits and estimates of facial aging.

Among the factors examined were excessive alcohol consumption, drug use and smoking.

The researchers observed that current smokers tended to have a higher facial biological age than former smokers, while the latter had higher estimates than those who had never smoked.

The results suggest that automated facial analysis could provide information on certain factors related to aging and overall health.

Health

Moderna and Merck achieve historic breakthrough with their skin cancer vaccine

Diane Hernández

When might it be used in hospitals?

Although the results are promising, the technology still requires further research and validation before it can be widely incorporated into clinical practice.

The system does not diagnose cancer based on a photograph, nor does it determine on its own what treatment each patient should receive. Its potential utility lies in complementing available medical information to estimate risks and guide treatment decisions.

Scientists are also seeking to verify its accuracy in larger and more diverse populations.

As part of that process, Mass General Brigham launched the FaceAge Research Study, a study open to volunteers who can provide photographs to help refine and validate the algorithms.

This development represents a new advance in the application of artificial intelligence to personalized medicine, especially in a field such as oncology, where a better understanding of each patient's physical condition and prognosis can be decisive in choosing the most appropriate treatment.

Tesla unveiled the second-generation Roadster on Thursday with a display unlike any car. At a SpaceX facility in McGregor, Texas, the sports car climbed a massive curved ramp, launched into the air, and touched down again in a controlled manner. Later, it jumped over five vehicles of the same brand while spinning in the air, giving the impression of a futuristic flying car.

The unveiling ended a wait many customers had come to regard as endless. Tesla unveiled the first prototype in November 2017 and has since collected deposits of $50,000 and up to $250,000 for the limited-edition Founders Series from those who wanted to secure a unit. Production was supposed to begin in 2020, but the plan was put on hold for years, according to the Wall Street Journal, which was present at the event. Some of those early buyers were in the audience.

Lars Moravy, Tesla's vice president of engineering, provided a technical explanation of the stunts, explaining that the car features a fan-based suction system on its underside that provides greater grip and downforce, allowing it to climb the ramp. The jumps, by contrast, rely on two compressed-air thrusters developed using SpaceX rocket technology. With these activated, the company claims the Roadster accelerates from 0 to 60 mph in about 1 second and exceeds 229 mph.

The design has also changed completely. The rounded lines of the 2017 prototype have given way to a body with sharp angles, more in line with the aesthetic of the Cybertruck.

Even so, several questions remained unanswered. Attendees shouted at Musk to reveal the price, but the tycoon did not reveal it. He also didn't specify whether a car with electric motors would be legally allowed on the road. "Yeah, depends on your street, but it’ll be a viable car," he clarified.

Tech & Science

Elon Musk backs Donald Trump's agenda and foresees an era of superabundance driven by artificial 'superintelligence'

Andrés Ignacio Henríquez

Economy

Tesla reaches 10 million vehicles manufactured worldwide

Williams Perdomo

Despite the unveiling, customers will have to wait a little longer, as the Roadster will go into production in 2028. "Actually, for real," the entrepreneur assured.

The launch comes as Tesla focuses on autonomous driving and robotics, pushing traditional cars into the background. Musk said the Roadster will be the only manually driven vehicle the company manufactures. Moravy also described it as the world's first flying car and "the last best driver’s car."

"Turns out the future does have flying cars," Musk said following the presentation.

The model also holds symbolic significance for the company. The original Roadster, launched in 2008 on a modified Lotus sports car, was Tesla's first vehicle and showed that an electric car could be fast and attractive before the brand moved into more mass-market models.

The new version targets the market's most exclusive segment, where it will compete with Porsche, Lamborghini, and Ferrari. According to a report by the independent firm Battle Road Research, it is not expected to have a significant impact on sales volume, although it could contribute significantly to the company's revenue.

The artificial intelligence firm Anthropic issued a warning about an emerging vulnerability in the digital ecosystem: the arrival of "AI worms" capable of self-replicating and invading household devices such as smart TVs, ovens, and vacuum cleaners.

According to a report by security researchers at the company that developed the Claude model, smaller AI models could be just "months away" from being able to clone themselves and spread autonomously across the internet.

The danger of uncontrolled spread

The greatest risk of this new class of AI-powered malware lies in its ability to multiply without human intervention. Specialists at Anthropic explained that the lack of centralized control makes it extremely difficult to contain these agents, since there is no "centralized point to shut down" the network once it begins to spread.

While higher-capacity models have already achieved what the firm calls "end-to-end replication," smaller, lighter models could reach that same threshold before the end of the year.

Cybersecurity firms such as Palo Alto Networks have backed these warnings, noting that AI worms can move rapidly through digital infrastructures, evading traditional detection systems.

Vulnerabilities in home devices

The report highlights that home appliances and security devices, such as connected cameras, present a particularly vulnerable attack surface because they typically have weaker cybersecurity protocols than corporate equipment.

In the most severe scenario researchers predict, a swarm of AI agents could spread through existing hardware using complex replication schemes. Although the exact form these cyberattacks will take remains uncertain—they could manifest as "digital slime" or tools capable of infiltrating data centers—experts urge immediate reinforcement of defense systems.

"We must strive to strengthen our systems to hinder the spread of such replicators, but also prepare to deal with a world where they are here to stay," the researchers at Anthropic concluded in their report, highlighting the urgency of adapting technological infrastructure in the face of the risks associated with the sector's unchecked advancement.

World

Massive cyberattack in France: Hackers raise temperature in refrigerators, spoil food in hundreds of stores

Carlos Dominguez

Just the News

Trump awards National Medal of Science to Musk, others

Just The News

Tech & Science

OpenAI apologizes to the Australian Parliament for a security incident

AFP

"Anyone who has used Grok, or Gemini, or ChatGPT will understand instantly how to use America.gov. Not complicated." With this succinct statement, Donald Trump introduced a digital tool through which he and his cabinet aim to make life easier for all Americans.

America.gov is a platform that brings together all federal websites into a single portal, with the goal of simplifying and streamlining all bureaucratic procedures or searches related to matters of public interest, using artificial intelligence (A.I.).

This initiative represents Trump's firm commitment to staying at the forefront and to the full integration of A.I., even for public purposes. This technological resource, although now extremely useful, has not always had the president's approval and support.

The day Trump called A.I. "very dangerous"

The fact that he has now decided to side with A.I. stands in stark contrast to his assessment of this technology not long ago. A little over two years ago, in August 2024, Trump—who at the time was in the midst of his election campaign to return to the White House as president—publicly expressed a highly negative view of A.I., asserting that it poses a serious risk.

"[Artificial intelligence] can be a very dangerous thing. I think [A.I.] is maybe the most dangerous thing out there of anything, because there’s no real solution. ... I saw somebody ripping me off the other day where they had me making a speech about their product. I said I'll never endorse that product. You can't even tell the difference. It looks like I'm actually endorsing it," the president stated in an interview on Fox Business's "Mornings with Maria" program in 2024.

Tech & Science

OpenAI launches a more affordable AI model after scrapping another one deemed unsafe

AFP

As time went on, amid the proliferation of A.I.-generated images simulating, for example, his arrest or his receiving endorsements he never actually received, Trump's position remained unchanged. "It can make things better and safer, but if it gets into the wrong hands... you look at what's happening with deepfakes and banks. If it goes wrong, it's a very dangerous thing," he said, referring to the ravages of misinformation and deepfakes generated by A.I.

White House dinner with Zuckerberg, Cook, Gates and co.

His return to the White House led to a shift in his stance on the matter. After seeing only risks and drawbacks for some time, Trump began to recognize the benefits that A.I. brings.

In September 2025, despite having previously held discussions with them, he summoned the CEOs of several of the most important tech companies to analyze the state of the sector and share their insights and ideas for driving development and innovation. Mark Zuckerberg (Meta Platforms), Tim Cook (Apple), Bill Gates and Satya Nadella (Microsoft), and Sam Altman (OpenAI) were among those in attendance at that dinner meeting held at the White House.

"I was very proud to have that discussion with a number of our colleagues who I think are running great companies. You know, it was sort of a historic conversation," Zuckerberg said after the meeting, referring to Trump. "It's great we all get together and talk about how the United States could lead in this key area and apply it even to the poorest outside the U.S., as well as to our great citizens," Gates said.

Mark Zuckerberg - AFP AFP

Mark Zuckerberg and Donald Trump during the meeting held at the White House in September 2025AFP.

One person who did not attend was Elon Musk, an advisor to the president, for personal reasons.

Putting the brakes on Beijing: A.I. as a geopolitical chessboard

This ideological shift regarding this digital tool also occurred when the president observed that the United States' greatest geopolitical and economic enemy, China, was stepping up its efforts and allocating more resources to its tech companies to assert itself as a global leader in this specific technological field.

Consequently, Trump adopted a protectionist stance to safeguard the ecosystem of the U.S. A.I. industry and its technological development and began taking measures against his rival—such as banning the entry of new Chinese humanoid robots—in addition to preventing risks from espionage and cyberattacks that could threaten national security and the safety of Americans.

Trump's new mantra: Goodbye to regulation, hello to A.I.

However, as A.I. development has advanced, Trump and his Chinese counterpart, Xi Jinping, have met on several occasions to discuss the matter, either virtually or in person. The most recent meeting took place face-to-face just a few days ago during the Chinese leader's visit to Washington, D.C.

At this meeting, the president put A.I. at the center of the talks, to such an extent that he decided to rename it "super intelligence" and, after having described it as "the Greatest Economic Development Engine in History" and having come out strongly against the regulations being called for by certain sectors.

Politics

China and the United States will open a 'communication channel' on AI following the summit

AFP

"A big day with President Xi of China. Questions can be asked in English, Spanish and French, and users will receive answers in the same language used. Additionally, the service is free and ad-free. The Trump administration added that new features will be available before the end of the year, with many more to follow in 2027.

Just two years after those negative comments, Trump has shifted his rhetoric on A.I. to such an extent that he has decided to roll out the largest digital modernization project in the government's recent history.

President Donald Trump led a historic meeting at the White House on Tuesday alongside top tech leaders, where he advocated self-regulation in the sector and announced the signing of an executive order to officially rename artificial intelligence "superintelligence."

Flanked by figures such as Nvidia CEO Jensen Huang and business magnate Elon Musk, the president highlighted the Republican Party's unity on developing data centers and private-sector innovation ahead of the upcoming midterm elections.

After the meeting, attended by Vice President JD Vance and key Cabinet members, Musk eased public fears of a supposed wave of poverty caused by AI. The entrepreneur argued that the most likely scenario is not massive job losses, but a positive transformation in the economy and in access to essential services.

From basic income to universal high wealth

Far from a bleak outlook, Musk asserted that rapid technological advancement will usher in an era of unprecedented abundance for society.

"I believe that by far the most likely outcome is an era of abundance where we not only have a universal basic income, but a high universal income," the founder of Tesla and SpaceX stated during his speech.

The entrepreneur emphasized that deploying robotics and superintelligence will democratize elite services such as advanced medicine.

"When you have robots and superintelligence, it means that everyone in the world can have better medical care than anyone here, including me. And wouldn't that be wonderful?" he told the press.

Evolution of the labor market and support for self-regulation

Addressing concerns that automation will destroy jobs, Musk compared the current moment to the historic transition that the IT sector underwent with the advent of digital computers.

"Jobs are going to change. Jobs have always changed. Being a computer used to be a job; there used to be buildings full of people doing calculations, but now digital computers do those tasks," he explained, noting that the demand for labor will remain high as professional roles evolve.

President Trump reaffirmed that the technology market does not require stifling regulatory frameworks, but rather operational freedom to compete globally against blocs such as Europe.

Along the same lines, Jensen Huang, CEO of Nvidia, argued that the private sector should lead innovation in security, ensuring that the development of "superintelligence" continues to protect local communities without hindering the dynamism of the U.S. economy.

Tech & Science

OpenAI launches a more affordable AI model after scrapping another one deemed unsafe

AFP

Tech & Science

Goodbye to bureaucratic chaos and wasted time: Trump Administration launches America.gov

Alejandro Baños

Society

Trump brings together AI giants at the White House amid debate over regulation

Diane Hernández

It's not complicated," Trump said.

On Tuesday, the Trump Administration launched the first phase of this tool, which brings together every single federal website on a single platform. In addition, the president signed an executive order to "ensure Federal agencies integrate with America.gov."

"America.gov is a secure, intelligent, and service-oriented single point of entry through which an individual can sign in, communicate in plain language, receive accurate answers, and, where authorized and technically available, complete government transactions without having to navigate multiple Federal agencies’ websites," the White House reported via a statement.

In this first phase, "Americans can ask any question on America.gov and get an up-to-date answer."

According to the White House, the platform will gradually gain more knowledge and become more efficient and effective to the point that, before the end of the year, citizens "will be able to complete tasks like passport renewal and Medicare enrollment on America.gov, without being sent back into a maze of websites."

How does America.gov work?

America.gov was designed to be simple so as not to complicate Americans' lives when conducting searches or completing administrative tasks—tasks to which they had, until now, devoted "billions of hours." The platform features a chatbot that, when asked a question, directs users straight to the original source.

The Trump Administration notes that it is free to use and contains no advertising. No account is required to access it. In addition, the chatbot supports three languages (English, Spanish and French), responding in the same language as the question. Finally, it includes a feature that allows users to ask questions by voice instead of typing.

The governor of California, Gavin Newsom, signed an executive order on Friday to strengthen oversight of advanced artificial intelligence systems and to explore the creation of a "kill switch" that would allow models deemed dangerous to be shut down in emergency situations.

The measure does not currently require technology companies to install such a mechanism. Instead, it directs state agencies to accelerate the implementation of new safety standards and to convene a group of experts tasked with presenting, within two months, recommendations to strengthen the regulation of so-called frontier models.

Among the proposals to be evaluated is a requirement that AI developers incorporate emergency shutdown systems whose effectiveness can be periodically verified by independent organizations.

The order also proposes that external auditors be allowed to work within the companies' laboratories to conduct audits and review security plans, transparency reports, and risk assessments of the most powerful systems.

Technology

Anthropic: AI moving toward autonomous creation of new versions of itself

AFP

Newsom takes aim at Washington

Newsom directly linked his initiative to federal government policy and accused Washington of failing to establish sufficient oversight mechanisms.

"The federal government's utter failure to establish any form of meaningful oversight or accountability regarding AI should alarm all Americans," the governor stated in the official press release cited by AFP in which he announced the executive order.

Newsom's position contrasts with that defended this week by President Donald Trump, who has rejected the most alarmist warnings about artificial intelligence and argues that excessive regulation could harm the United States in its technological competition with China.
